The proposed project involves the removal of waste and cover soils from the inactive city of Los Banos landfill, owned and operated by the city of Los Banos Public Works Dept; the transfer of non-concrete waste to the Billy Wright Landfill, 17173 S. Billy Wright Road, Los Banos, CA 95365, operated by the Merced County public works or Kettleman Hills landfill, 35251 Old Skyline Rd, Kettleman City, CA 93229; and, its closure by RWQCB. The site was operated as a burn dump for the city municipal waste from about 1955 to about 1973, and accepted inert solid wastes generated by the city until it ceased operation in 1994.
