Document Description
The State Water Resources Control Board (State Water Board) as the lead agency will be issuing a water supply permit. Arrowhead Villas Mutual Service company will install a ~3 foot by 4-foot by ~10-foot prepackaged ion exchange treatment plant in an existing building (14 foot by 29 foot, area) that was constructed in the 1920's. The building had been used as a storage facility and an addition of a wall within the structure was constructed in 2015. The treatment system will use a strong base anion resin on which uranium will be exchanged for chloride and bicarbonate ions. The treatment unit will consist of bag fillers followed by 2 parallel trains of 5, 14-inch diameter contact vessels each, 10 total, operating in 2-paired series, designated as lead and lag. Each ~4-foot tall contact vessel will contain 3.3 cubic feet of ResinTech SBG2.

Reasons for Exemption
The ion exchange treatment system includes minor alterations to existing systems involving negligible expansion. The building is an existing facility. The 10 foot long by 2 inch wide piping to connect the well to the system and the 25 foot long by 2 inch wide piping that connects the system to the tank is new construction of water mains of reasonable length, (less than 16 inches wide and 1 mile in length). And the flow meter is an accessory structure.
