The project was previously submitted under the Quincy Community Services District, which rorganized as the American Valley Community Services District effective January 11 , 2018. The Addendum addresses minor changes to proposed improvements to the wastewater treatment process and discharge piping, and a change in project phasing; the project has been divided into a near-term phase involving the proposed wastewater treatment plant and discharge piping improvements, and a future phase that would involve previously evaluated additional treatment plant improvements, new solar energy generation facility, and installation of the land-based effluent disposal improvements.
