- The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement number 1600-2017-725-R1 , pursuant to Section 1602 of the Fish and Game Code to Mr. Douglas Kerseg. The project is limited to four (4) encroachments. One encroachment is for water diversion from a spring on an unnamed tributary to Outlet Creek. Water is diverted for domestic use and fire protection. Work for the water diversion will include use and maintenance of the water diversion infrastructure, including any work necessary to bring the diversion into compliance with the Agreement. Two encroachments consist of removal of existing, failing culverts and replacement with rock armored ford crossings. These crossings will be installed on an ATV-only road used to monitor the water diversion, and a dry-season only road used to access a cabin. Work for these encroachments will include excavation, removal of the failing culverts, and rock armoring. One encroachment consists of replacement of an undersized culvert. Work for this encroachment will include excavation, removal of the existing culvert, replacement with new properly sized culverts, backfilling and compaction of fill, and rock armoring as necessary to minimize erosion. The notification also disclosed the use of a groundwater well for irrigation.

- The project to be completed is located within the Eel River watershed, approximately 11 miles north of the City of Willits, County of Mendocino, State of California. The project is located in Sections 22 and 23, T20N, R14W, Mount Diablo Base and Meridian; in the Longvale U.S. Geological Survey 7.5-minute quadrangle.
