Document Description
The California Department of Fish and Wildlife has executed Lake or Streambed Alteration Agreement number EPIMS-MEN-43567-R1C, pursuant to Section 1602 of the Fish and Game Code to David Bell. The Project is limited to three encroachments. The first encroachment is to upgrade an existing unimproved low water crossing to an armored fill crossing. Work for this encroachment will include excavation, construction of a Ushaped dip through the crossing, excavating a trenched keyway prism, digging a keyway slot to hold anchor rocks, packing the keyway slot with rock armor, placing a filter rock layer, backfilling and compaction of fill, and rocking road approaches. The second proposed encroachment is to upgrade an existing culvert. Work for this encroachment will include excavation, removal of the existing culvert, replacement with new properly sized culvert, backfilling and compaction of fill, and rock armoring as necessary to minimize erosion. The third encroachment is a project with two components, water diversion from an on-stream pond and replacement of the pond spillway. The first component is water diversion from an on-stream pond on an unnamed tributary to White Rock Creek. Water is diverted for irrigation. Work for the water diversion will include use and maintenance of the water diversion infrastructure and installation of a staff gage to estimate water level. The second component is to upgrade the existing pond spillway, by replacing two existing culverts with a new 36” diameter culvert set at grade and allowing two feet of free-board, rock armoring the spillway outlet and outfall. Work for this encroachment will include excavation, removal of the existing culverts, replacement with new properly sized culvert, backfilling and compaction of fill, and rock armoring as necessary to minimize erosion.
