Document Description
The California Department of Fish and Wildlife has executed Lake or Streambed Alteration Agreement number EPIMS-MEN-30831-R1C, pursuant to Section 1602 of the Fish and Game Code to Noah Sheppard. The project is limited to five (5) encroachments. One encroachment (WS-1) is related to the complete removal of water diversion infrastructure from an unnamed tributary to Feliz Creek. No water diversion is permitted by this Agreement. Work for WS-1 will include removal and disconnection of all water pipes, deconstruction and removal of the concrete water collecting basin, and rock armoring to minimize erosion. Work will be conducted when water is not present at the project site, and heavy equipment will not be used in the stream. Three (3) proposed encroachments are to upgrade existing culverts (SC-1, SC-3, and SC-4). Work for these encroachments will include excavation, removal of the existing culverts, replacement with new properly sized culverts, backfilling and compaction of fill, and rock armoring to minimize erosion. For SC-1, both the newer and old secondary culvert will be removed from the roadbed. One proposed encroachment (SC-2) is to decommission a stream crossing and restore the stream channel. Work for this encroachment will include excavation, removal of fill and the culvert, recontouring the channel to its original cross-section and profile, stabilizing fill in upland areas (or removal from the property), installing stream grade control, stabilizing exposed soils, installing adequate erosion control, and revegetation.
