Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement number EPIMS-MEN-28448-R1C, pursuant to Section 1602 of the Fish and Game Code to Alice Firestone. The project is limited to seven (7) encroachments: repair and maintenance of two (2) pond outlets, culvert replacement or upgrades at three (3) stream crossings, installation of one (1) seasonal (armored fill) crossing, and one (1) remediation site consisting of removal of discarded debris from the stream. Repair and maintenance of the Upper Rain Catchment Pond (encroachment 1) and Lower Rain Catchment Pond (encroachment 2) will include removal of debris associated with overflow infrastructure, spillway and channel stabilization with appropriately sized rock, and routine maintenance of the overflow channel to the hydrologically connected watercourses below. Upgrade and repair of the stream crossings (encroachments 3-5) will include excavation, removal of the existing culverts, appropriate installation of new properly sized culverts, backfilling and compaction of fill, and rock armoring as necessary to minimize erosion. Installation of the rock armored fill crossing (encroachment 6) will include excavation, rock armoring, and bank stabilization as necessary. Vehicles shall not be operated on the rock armored fill crossing when surface water is present. The stream remediation work (encroachment 7) will include the removal of discarded growing medium, and revegetation of the impacted remediation area with native plants per the Stream Restoration and Revegetation Plan to be prepared and submitted in compliance with this Agreement.
