The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement number 1600-2018-0534-R1, pursuant to Section 1602 of the Fish and Game Code to Cyril Guthridge.
The project is limited to four (4) encroachments. Encroachment 1 is for water diversion from a spring. Water is diverted for domestic use. Work for the water diversion will include use and maintenance of the water diversion infrastructure, including any work necessary to bring the diversion into compliance with this Agreement. As it is currently installed, the best available information provided by the Permittee indicates that the diversion is meeting the bypass flow requirement. If at any time the Permittee believes the diversion can no longer meet the bypass requirement, the Permittee shall consult with CDFW. Two encroachments (Encroachments 2 and 3) are for decommissioning of existing stream crossings. Work for these encroachments will include excavation and removal of fill, re-establishing the natural channel, hydrologically disconnecting the associated road, and rock armoring as necessary to minimize erosion and sediment delivery. Encroachment 4 is to repair and monitor the culvert outlet of a rainwater catchment pond that is not currently set to grade. Work for this encroachment will include placement of appropriately-sized rock armoring, and other erosion control measures as necessary to minimize erosion and sediment delivery.
