Document Description
The project is limited to one encroachment. The single proposed encroachment is for maintenance of an existing stream crossing. The maintenance work shall be prescribed and implemented by a qualified licensed professional in order to address impacts from a hydrologically connected inboard ditch and to reduce and minimize ongoing erosion immediately downstream of the stream crossing. In addition to maintenance activities prescribed by a qualified licensed professional, work for this encroachment will include regular clearing of debris and sediment from the inlet and outlet to allow for unimpeded flow through the culvert. Further, all small gravels placed recently within the stream channel at the inlet and outlet of the culvert shall be fully removed. Permittee shall provide photographs of the channel after all gravels are removed. Based on the age and condition of the culvert, the Permittee shall work with CDFW to develop a plan to replace the culvert at Crossing 1. The replacement work must be covered by a major amendment to this Agreement or a separate Notification. The Notification also discloses the use of a well located at 39.7529, -123.2201. This well is presented as the sole source of water for all needs on the property. CDFW did not evaluate hydraulic connection of the well to surface water, nor was a hydrogeologic evaluation prepared by a licensed geologist provided for CDFW review.
