Document Description
This Agreement relies on the Notification materials and a CDFW site inspection by Environmental Scientist John Herrera on December 27, 2018. The project is limited to two (2) encroachments (Table 1). One proposed encroachment is to improve and maintain an existing stream crossing. Work for this encroachment will include general maintenance to keep the culvert inlet clear of debris and rock armoring the outlet as described in the Notification to minimize existing erosion. The other proposed encroachment is to repair the spillway of an existing on-stream pond. The spillway will be embedded in the dam fill face. Work for this encroachment will include excavation, placement of new properly sized spillway pipe with embedded concrete trench dams, backfilling and compaction of fill, and installation of a rock armored outfall below the outlet of the spillway. The original undeveloped spillway will be modified and act as an emergency spillway. The original spillway will have appropriately sized rock armoring installed along the entire length of the overflow/emergency spillway in order to provide for contingency in the event of blockage of the primary outlet riser/storm drain structure. Installation of rock armoring in this existing spillway is to prevent ongoing erosion of the channel banks if such an overflow event were to occur. The project is located in Sections 8 & 17, T16N, R13W, Mt. Diablo Base and Meridian; in the Laughlin Ridge & Orrs Springs U.S. Geological Survey 7.5-minute quadrangles; Assessor’s Parcel Number 151-060-08, 151-090-06; latitude 39.2485 N and longitude -123.3264 W at the first stream crossing (Crossing-1).
