Document Description
The project is limited to two encroachments (Table 1). The first encroachment is an on-stream pond on an unnamed tributary to Lazy Creek that consists of two components. The first component is the impoundment of water in the onstream pond and the second component involves rock armoring and modifications to the pond spillway culvert. Water is impounded for aesthetic use. Water is not diverted from the pond for irrigation. Work for the spillway culvert will involve the addition of a downspout to be attached to the existing culvert outlet and installation of a rip-rap apron and rock armoring as necessary to minimize erosion. The one other proposed encroachment is to add rock armoring and a rip-rap apron to an existing stream crossing. Work for this encroachment will include rock armoring as necessary to minimize erosion. The Permittee has disclosed a water well located at approximately 39.1156, -123.4751. The well’s potential for hydraulic connectivity to streams was not addressed in the Notification by a professional hydrogeologist licensed in the state of California and the Department has not evaluated this well. No other projects that may be subject to FGC1602 were disclosed. This Agreement does not retroactively permit any stream crossings, water diversions or other encroachments not described in Table 1.

The project to be completed is located within the Navarro River watershed, approximately 4.3 miles SE of the town of Navarro, County of Mendocino, State of California. The project is located in Section 35, T15, R15, Mt. Diablo Base and Meridian; in the Philo U.S. Geological Survey 7.5-minute quadrangle; Assessor’s Parcel Number 026-295-14 latitude 39.1170 N and longitude -123.4768 W at the first stream crossing (STX-1).
