Document Description
Parallel to the annexation application process, and pursuant to City Council direction on September 23, 2015, staff is continuing design and preliminary engineering efforts in order to refine the proposed project site plan. Mahon Ranch is seeking to renew its lease of the Property for one additional season of winter hay crop cultivation. The proposed lease term will commence on October 1, 2016 and expire on June 30 2017; City may, at its sole option extend the lease for up to three additional one year terms.

Reasons for Exemption
The CEQA Act of the CCR, requires that the potential impacts of projects that will have a physical impact on the environment be analyzed prior to their construction. PRC section 21083.3 and State CEQA Guidelines Section 15304 applies to the minor alteration of land. No special circumstances exist that would create a reasonable possibility that the project will have a significant adverse effect on the environment. Therefore, the project qualifies for the exemption and no further environmental review is required.
