Minor public alterations in the condition of land, water, and./or vegetation which do not involve removal of health, mature, scenic trees except for forestry or agricultural purposes included as a "resource management project" in the Department of Parks and Recreation's list of exempt activities in accordance with CCR section 15300.4, and minor alterations in land use limiations in areas with an average slope of less than 20%, which do not result in any changes in land use or density and is included as "issuance of easement or permits" in the Department of Parks and Recreation's list of exempt activities in accordance with CCR section 15300.4.
