Restore coastal wetland and upland habitat (i.e., estuarine, intertidal, native upland) on 33.51 acres of primarily disturbed uplands at the west end of the Otay River floodplain, just to the south of San Diego Bay; and restore approximately 91 acres of an active solar salt pond (Pond 15) to tidally influenced subtidal and intertidal habitats. All restoration will occur on the San Diego Bay National Wildlife Refuge. The US Fish and Wildlife Service is the lead agency; the US Army Corps of Engineers is a Cooperating Agency. The project will also require State and local agency approvals.
