The exemption is appropriate because without implementing the project before the 2016-2017 winter, there is a high probability that 200-1000 cubic yards of sediment will enter Butano Creek, and of damage to the County's road and bridge, potentially disrupting access for emergency vehicles, residents and agricultural businesses in the area.
