Document Description
The proposed project would include the District's acquisition of the Harmony Grove Village Water Reclamation Facility from the San Diego County Sanitation District. In order to do this, the District prepared a Sewer Master Plan which would serve as the vehicle to allow the District to become a sewer service agency and serve Harmony Grove Village with wastewater service. The District would exercise its latent powers within Harmony Grove Village to become a wastewater service agency through the San Diego Local Agency Formation Commission. As soon as wastewater flows from Harmony Grove Village are sufficient to warrant efficient operation, the District will operate the HGVWRF as originally designed and constructed.
