Document Description
The proposed Rincon del Diablo Municipal Water District Sewer Master Plan would serve as the vehicle to allow the District to serve the Harmony Grove area with wastewater service. In order to do this. The District would exercise its latent powers to become a wastewater service agency through Local Agency Formation Commission (LAFC) approval and have its service boundary annotated to include this area. In conjunction with establishment of sewer service, the District will acquire the HGVWRF from the County, which is currently slated to provide wastewater service to approx. 750 equivalent dwelling units (TDUs). Once the District is successful in expanding its services to include wastewater and acquire the HGVWRF, it will modify the plant form approx. 750 EDUs to 1,700 EDUs. These modifications would serve existing homes and those proposed in the three specific plans noted above. There would not be excess capacity that would allow service to any further future housing development. The modified HGVWRF would receive wastewater flows from Harmony Grove Village Harmony Grove South, and Viliano, as well as any conversions from septic systems in the proposed service area (Figure 3). The GHVWRF would treat all wastewater to a Title 22, disinfected tertiary recycled water level and then continue to discharge the recycled water to the existing recycled water distribution system, which will include, in part the Harmony Grove Village, Harmony Grove South and Viliano communities. Specific improvements to the HGVWRF would entail filling in a section of the existing wet weather storage basin to facilitate construction of additional equalization basins, AeroMod tanks, gravity filters, chlorine contact tanks, and off-quality storage. Solar panels may be affixed to buildings and/or installed in open areas of the HGVWRF. Improvements would also be made to the Harmony Grove Sewer Lift Station located immediately adjacent to Harmony Grove Road, west of the HGVWRF, to ensure that all wastewater can be efficiently conveyed to the HGVWRF. Expansion of the HGVWRF will need wet weather storage, or a means for disposing of effluent, on an annual basis. The old quarry site at the northeast corner of the HGVWRF currently provides recycled water wet weather storage for the existing HGVWRF. The proposed expansion would add approx.. 207,000 gpd of additional capacity to the HGVWRF; typically the San Diego Regional Water Quality Control Board would require an additional 20 million gallons of wet weather storage. However, the recycled water would be conveyed to the District's recycled water distribution system, and that system has sufficient demand to dispose of the total plant effluent on an annual basis; thus no additional wet weather storage would be required. In order to connect the Harmony Grove Village, Harmony Grove South and Valiano subdivisions to the HGVWRF, wastewater collection pipelines would be constructed within streets to connect the existing wastewater pipelines to the HGVWRF. In order to facilitate the connection of existing septic system residences, a mainline trunk sewer would be installed in Country Club Drive and potential laterals installed in Harmony Heights Road, Mt. Whitney Road, Calico Lane, Eden Valley Lane, Surrey Lane, Milpas Drive and Hill Valley Road. As individual circumstances allow, residents would connect into this mainline to receive sewer service from the District. Each conversion would entail installation of a n individual 4-inch lateral and connection into the collection laterals or the 10-inch diameter mainline via a wye.
