Document Description
This project is to demonstrate a novel technology known as flow-through electrode capacitive deionization that can significantly reduce desalination costs, including the energy used to treat waste water. Unlike reverse osmosis, which incurs high costs to build large water treatment plants and high energy costs to push water through membranes, FTE-CD removes salt with electric fields that pulls alt from the water - a more energy efficient and less expensive approach.

Reasons for Exemption
No external alterations of the facilities will be needed to incorporate the pilot devices and performance of the devices will operate under existing permits. This project will not expand the existing use of the facilities. Therefore, the project falls within Section 15301 and 15303 and will not have a significant effect on the environment.
