CDFW is intending to execute a Lake and Streambed Alteration Agreement pursuant to Section 1602 of the Fish and Game Code (#1600-2018-0135-R5) to the project Applicant, City of San Diego Public Utilities Department. The project activities subject to the Agreement are associated with the Tecolote Creek, Miramar Reservoir/North City Pipeline, and SANDER Mitigation components of the North City Project. The Tecolote Creek component involves the open-trench installation of pipelines crossing the concrete-lined channels of Tecolote Creek. The current design calls for an approx. 30 by 35 foot trench across the creek at a depth of 20 feet. Water diversion will consist of an aqua barrier, pumps, and highline bypass, with gravel bag berms at the downstream end of the project. A temporary construction ramo will be placed on the surface of the concrete lined channel. Following project completion, the concrete lined channel will be returned to its pre-project condition. The Miramar Reservoir/North City Pipeline component consists of installation of a subaqueous discharge pipeline that will be settled to the bottom of the reservoir. A jacking shaft will be placed within disturbed habitat within the boundaries of the Miramar Water Treatment Plant, a microtunnel boring machine will excavate the tunnel from the shaft to the bottom of the reservoir, and a carrier pipe will be placed inside the tunneled steel casing. Since the terminus of the tunnel is within thr reservoir, the MTBM will require from the reservoir. Project activities at the SANDER mitigation site are limited to the removal of invasive non-native species within the drainage.
