The project consists of the installation of a combination of treatment control BMPs to improve the efficacy of water quality treatment at three distinct locations. The Lindo Lakes site is located 12660 Lindo Lane in Lakeside, CA. The work would consist of the installation of a 268' bio-swale with two flowlines; installation of a catch basin to connect the bio-swale to the existing storm drain and rerouting the existing 18" storm drain under an existing parking lot with a low flow splitter manhole and nutrient separating baffle box unit; and the installation of a modular wetland unit.
The project would result in minimal ground disturbance in areas that have previously been disturbed and/or developed and do not support an sensitive environmental resource. Project implementation would result in a storm water treatment system that would improve the efficacy of storm water pollution treatment on three distinct locations within the County that currently have impervious paving. The project would comply with all applicable local, state and federal regulations. As such, the project qualifies as exempt from CEQA pursuant to State CEQA Guideline sections 15304 and 15061 (b)(3) due to the type and scope of the project and the fact that the project would not trigger any of the exceptions found in CEQA section 15300.2.
