Reasons for Exemption
Under the California Environmental Quality Act (CEQA) (Public Resources Code, Section 21065), the CEQA Guidelines (14 California Code of Regulations, Section 15378(b)(4)), and related case law, adoption of the Ordinance and the Expenditure plan is not approval of a project subject to CEQA because it solely creates a government funding mechanism and does not constitute a binding commitment to approve, fund, implement, or construct any specific project set forth in the Ordinance and Expenditure Plan.
