Document Description
The project is the land disposal via sale of three parcels currently owned by San Bernardino Associated Governments. The parcel located on 255 and 297 Stowell Street (with APN 1046-605-02-0000 and 1046-605-03-0000) is occupied by two buildings: a machine shop shed and an office-type building. The other two parcels with the address 120 S Euclid Avenue (APNs 1046-605-002 and 1046-605-003), are vacant and fenced with gated controlled access. The sale of the properties would neither involve change to the existing use of the properties or nor change to the existing onsite structures.

Reasons for Exemption
The proposed land disposal meets the criteria for a Categorical Exemption under Class 12 Surplus Government Property Sales (Guidelines Section 15312). Section 15312 states that "Class 12 consists of sales of surplus government property except for parcels of land located on an area of statewide, regional, or area wide concern identified in Section 15206(b)(4)." The subject properties are not located within areas of statewide, regional, or area wide concern identified in Section 15206(b)(4). As the proposed land sale would result in no change to the existing use or existing onsite structures, the action would not have the potential to cause a significant adverse effect on the environment. And would not trigger any of the exceptions to use of a Categorical Exemption. Therefore, this proposed action qualifies with the requirements for a Class 12 Categorical Exemption
