Document Description
In response to the requirements of gov code section 65302.g, 65302.9 and SB-5, the County is pursuing amendments to the general plan safety and conservation elements, the safety element background document, and the zoning code. These amendments will require an urban level of flood protection for urbanized flood hazard zones within the unincorporated county. Standard 100-year protection, currently required by the Federal Emergency Management Administration, will continue to apply in non-urban flood hazard areas. Other proposed amendments required by SB-5 will address planning, design and maintenance of flood protection facilities, including: preservation of natural drainage, emergency access to flood protection facilities, interagency coordination for facility maintenance and emergency response, and proper analysis of flood risk for new urban development. Certain flood maps and other data will be incorporated into the Safety Element Background document The General Plan and Zoning Code Amendments will alter policies in order to achieve compliance with state law (SB-5 and subsequent amendments). Adoption of these policy amendments will create no direct impacts on the ground, though it is anticipated that future flood management projects will be guided by these policies.
