The proposed project will eliminate the discharge of fish offal into the ASBS waters adjacent to Shelter Cove, California by removing the gravity-driven pipe that directly delivers fish wastes to the ocean and replacing that disposal system with alternative that re-purposes the fish offal as commercial crab bait and fertilizer.

HBHRCD filed a Notice of Exemption on March 15, 2016 citing categorical exemptions of "new construction or conversion of small structures" under Section 15303 of the CEQA guidelines. Ocean Protection Council staff concur that a categorical exemption is appropriate because the proposed project is removing existing structures and construction meets the definition of a "Small structure" under CEQA.
