This categorical exemption applies to basic data collection, research, experimental management, and resource evaluation activities which do not result in a serious or major disturbance to an environmental resources. These may be strictly for information gathering purposes, or as part of a study leading to an action which a public agency has not yet approved, adopted, or funded. This project aims to implement a generic microgrid controller simulation using a Southern California Edison Substation data. Different tariffs and interconnections would be assessed for a portfolio of scenarios to address the participation of distributed energy resources into the energy market, and a fictitious retail/distribution market would be developed and assessed. No physical changes to the environment will be made. Therefore, the project falls within section 15306 and will not have a significant effect on the environment.
