Reasons for Exemption
The Local Hazard Mitigation Plan (LHMP) identifies potential natural and human-caused hazards in Oakland, and includes a five-year strategy of measures and possible actions for the City may take to reduce the risks from the identified hazards. Some of the mitigation actions are studies or collaborations with other agencies, where Oakland may not be the Lead Agency, as defined by CEQA.
