Document Description
The proposed project in general consists of the construction of two test wells. Each test well will be drilled to a depth approximately 1,300 feet and will be contained within a 100-foot by 100-foot perimeter enclosure. Two potential drill sites are proposed for each CSA. CSA 30/El Porvenir and CSA 32/Cantua Creek each have individual surface water treatment plant that processes water from the California Aqueduct and supplies potable water to the subdivisions containing 58 and 73 residences, respectively. The existing systems are not able to produce drinking water that meets State Standard Regulations and Alternative Water sources are being pursued.

Reasons for Exemption
The project is categorically exempt from the provisions of the California Environmental Quality act (CEQA) Guidelines under Section 15306. In this case, the project consists of the construction of two test wells in one of two test locations each, in order to determine if the water meets necessary water quality standards. If test results from the wells prove favorable, a separate CEQA review will be conducted before permanent wells are built. Biological impacts are not anticipated due to the proposed scope of work and disturbed nature of the project area.
