Document Description
West Valley College is in the process of renovating, replacing, and constructing proposed facilities consistent with its Long-Range Development Plan/Master Plan (LRDP). The LRDP was completed and approved in 2005, and has undergone review and revision as required, specifically with the West Valley College 2009 Educational & Facilities Master Plan (2009). A Final Environmental Impact Report (FEIR) for the LRDP was certified in September 2005. The FEIR addressed planned campus improvement projects and also acknowledged that further environmental review may be required for specific projects when more detailed plans become available. The LRDP/Master Plan includes the following goal for campus improvements: Restore Vasona Creek. The Vasona Creek restoration plans are also identified by the 2009 Master Plan as a continuing, ongoing program to achieve the long-range objective of creek rehabilitation and restoration.

Reasons for Exemption
This project involves the installation of small stormwater filtration facilities, i.e bioswales, in replacement of the existing concrete-lined channels adjoining the North Walk on the campus. The replacement of these existing impervious channels, which convey untreated runoff flows from various nearby impervious surfaces, such as asphalt pavement, concrete sidewalks, building rooftops and turf grass, with pervious bioswales that will filter storm and irrigation runoff would reduce the contribution of pollutant-laden drainage flows to Vasona Creek. The proposed replacement drainage facilities would improve the quality of stream flows in the creek and assist in the enhancement of habitat quality as well as the improvement of water quality in Vasona Creek.
