The California Department of Transportation (Caltrans) has considered the Mitigated Negative Declaration as prepared by the lead agency and based on the document prepared by the Lead Agency, CaItrans wiII issue an encroachment permit for work on the State Highway System as identified in the Addendum to the Initial Study prepared by Kerman Unified School District (the determination made by Caltrans is limited to effects within Caltrans jurisdiction as a Responsible Agency)
