The goals of this project are to identify, inform and develop strategies for overcoming technical, institutional, and regulatory barriers to expanding the use of DERs to provide optimal customer and system benefits, and to comprehensively address challenges for customers, aggregators, demand response providers, scheduling coordinators, and others to maximize DER supply-side market participation and value. Project goals and objectives will be achieved through successful installation, integration, testing and analysis of electrical and thermal energy storage, energy efficiency, and solar PV systems located at SolarCity customer and Whole Foods Market commercial sites.

Reasons for Exemption
The project includes installation of thermal energy storage tanks within the loading dock areas of each project location and plumbing and refrigeration improvements interior to the buildings. The tanks will either be mounted on a skid that is permanently installed with structurally-anchored snubbers that prevent its movement or a concrete slab. The modified operation of equipment will include changing the on/off cycle of the site's medium-temperature refrigeration compressors and condensers. The improvements to existing facilities include minor alteration of existing structures, mechanical equipment, or topographical features, with negligible or no expansion of use beyond that existing at the time of the lead agency's CEQA determination.
