Document Description
The 2016 Water Exchange Agreement ("Agreement") allows for the exchange of 1,200 acre-feet of State Water Project ("SWP") water from CLAWA to SGPWA in Calendar Year 2016, and with SGPWA returning 600 acre-feet of water to CLAWA no later than the end of Calendar Year 2026. Both CLAWA and SGPWA executed the agreement on April 25,2016

Reasons for Exemption
The water exchange authorized by the execution of this agreement is exempt from CEQA pursuant to State CEQA Guidelines section 15301 because it will involve no change in the type of use or expansion of use of CLAWA and SGPWA's existing facilities. Rather, the water exchange will involve the exercise of CLAWA and SGPWA's existing right to SWP water, and the transfer of said water between CLAWA and SGPWA pursuant to the terms of the Agreement. As a result, the exchange will consist merely of the continued operation of CLAWA and SGPWA's existing facilities and the use of those facilities to temporarily transport water to a different location.
In addition, the water exchange is exempt from CEQA pursuant to State CEQA Guidelines section 15304 because the exchange will only involve a minor, temporary alteration of the condition of water, and will not require the removal of any healthy, mature, scenic trees.
