Document Description
The project will deploy fifteen electric vehicle charging stations (consisting of ten direct current fast chargers and five level 2 electric vehicle charging stations) at the above listed five sites between Fresno and north of Wheeler Ridge and accompanying signage. This project will help strengthen the existing but limited fast charge network to extend the range of plug-in electric vehicle miles driven, further support the adoption and growth of plug-in electric vehicles in California, and to help meet the near-term goal of the Governor's Executive Order B-16-12 specifying infrastructure be built to support the fueling of 1 Million zero-emission vehicles by 2020.

Reasons for Exemption
This agreement will fund the purchase and installation of electric vehicle charging stations and appropriate signage. This agreement will consist of construction and location of limited numbers of new, small facilities or structures since the stations will be located in existing parking lots and each fast charger will be similar in size to a payphone, the level two stations will be similar in size to a parking meter and signage will be similarly small in size. The Agreement will consist of the operation or minor alteration of existing structures and facilities involving negligible or no expansion of use beyond that existing since the charging stations will be located in existing parking lots and utilize existing parking spaces and utilities from existing adjacent buildings. In addition signage will be placed on existing highways, streets, and other similar facilities. To the extent alterations to land are required for the Agreement, the Agreement will consist of minor alterations in the conditions of land by grading on land with a slope of less than 10% or possibly minor trenching and backfilling where the surface is restored to prepare the existing parking lot space for installation of a charging station or preparing a site for sign installation and will not involve removal of healthy, mature, scenic trees.
