DTSC, pursuant to authority granted under Chp 6.8, Health and Safety Code Sec 25356.1, approved the Proposed Plan Naval Amphibious Base Coronado Installation, Restoration Site 2/4, submitted by the US Dept of Navy, dated Oct 2015. The decision was based upon the conclusions and recommendations presented in the previously approved 2014 Final Remedial Investigation Report for IR Site 2/4 and the Focused Feasibility Study submitted on behalf of the DoN. DOD has the authority to undertake Comprehensive Environmental Response, Compensation, and Liability Act response actions under 42 US Code Sec 9604, 10 USC Sec 2705 and Federal Executive Order 12580. This response action is consistent, to the max extent possible, with Chp 6.8, CA State Health and Safety Code. The purpose of the FSS was to develop and evaluate remedial action alternatives to mitigate potential human health risks associated with antimony, copper, and lead in soil at IR Site 2/4, NAB Coronado. Alternative 1 - no action: no remedial action of any type would be conducted; this alternative serves as the baseline against which the remaining alternative is compared. Alternative 2 - ICs: this would entail modifying the NAB Coronado Master Plan to impose appropriate limitations on the land use. Five year reviews will be conducted to evaluate the effectiveness of the remedy.

Reasons for Exemption
The project is a minor action designed to prevent, minimize, stabilize, mitigate or eliminate the release or threat of release of hazardous waste or hazardous substances. The project will not exceed $1 million in cost. The project does not involve the onsite use of a hazardous waste incinerator or thermal treatment unit or the relocation of residences or businesses, and does not involve the potential release into the air of volatile organic compounds as defined in Health and Safety Code Sec 25123. The exceptions pursuant to Cal Code Reg, tit. 14 15300.2 have been addressed.
