Document Description
DTSC, pursuant to authority granted under Chp 6.5, Cal Code Regs, Tit 22, sec 66270.61, is considering the issuance of an Emergency Permit for See's Candies to treat reactive hazardous wastes by chemical stabilization. The hazardous waste to be treated is diethyl ether. It has been determined that it may be highly reactive and must be stabilized prior to being transported offsite. These items are currently being stored inside a storage room at See's Candies, located in South SF, CA. Because See's Candies does not have a permit for the treatment of the hazardous wastes, DTSC has determined that, as a safety precaution to prevent an accident or sever injury, an Emergency Permit should be issued to chemically stabilize the hazardous wastes prior to transportation offsite by Clean Harbors Environmental Services. The treatment of the hazardous wastes involves the addition of solvents to containers in order to reduce the reactive characteristics of the chemicals. Treatment will take place within a designated exclusion zone. Only reactive material technicians from CHES will be allowed in the exclusion zone. Movement, preparation, and treatment of the items will be in accordance with established standards. A follow up report will be submitted to DTSC by See's Candies. CHES is tentatively scheduled to conduct the necessary treatment on April 25, 2016. The Emergency Permit will be effective beginning April 25, 2016, and shall expire on June 23, 2016.
