Document Description
SWRCB will be issuing a water supply permit. Liberty Utilities has drilled a 620 ft hole for a new well. Liberty Utilities will construct a 1500 gpm well to replace wells 12B and 13C. Well 12B was producing about 550 gpm and is 84 ft away from the new site location. Well 13C was producing about 1100 gpm and is 2,075 ft away from the new site. All 3 locations are considered part of a larger site, (Liberty Utilities property). A chlorination and fluoridation treatment system will also be constructed. The system will include a water filter, water softeners, a brine filter and tank, a sodium hypochlorite tank, hypochlorite metering pumps, aqueous ammonia feed system, heat exchanger, fluoride feed system, and piping. A 50 ft by 20 ft building will be constructed over the well site to house the well and a chlorination and fluoridation treatment system. The project will provide for the construction and operation of these facilities. Well locations 12B and 13C will be properly decommissioned.

Reasons for Exemption
The drilling of the well hole consists of the operation of minor alteration of existing public structures involving no expansion of use beyond that existing at the time of the lead agency's determination. The well replacement includes reconstruction of existing utility systems involving negligible expansion in capacity where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure being replaced. And the chlorination and fluoridation treatment system, with a 50 ft by 20 ft building, includes small new equipment and facilities in small structures, (not exceeding 2500 sf in floor area). Pursuant to CDFW Code, Sec 711.4(d)(1), CDFW environmental review filing fees do not apply.
