Document Description
The proposed project involves repair of the Embarcadero wharf and promenade located just north of Navy Pier in the City of San Diego. The existing wharf wall consists of a concrete pile cap, sheet pile wall, concrete wales, tie back system, relieving platform, and connecting hardware. Additionally, electric conduit and sewer line are attached to the face of the wall. The promenade on top of the wall is bounded by railing, and the surface consists of pavers over two inches of sand.
On March 31, 2016 a vessel collided into the Embarcadero wharf, which caused structural damage to the concrete sheet piles, pile cap, wales, utilities, handrails, and promenade. The damaged area spans a footprint of approximately 16 feet long by 12 feet wide and is currently barricaded for public safety. Urgent repairs are necessary to secure the wharf's structural integrity, resume its function, and provide a safe promenade for the public.

The project is determined to be Statutorily Exempt pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15269 (Emergency Projects) and/or Categorically Exempt pursuant to CEQA Guidelines Section 15301 (Existing Facilities), 15302 (Replacement or Reconstruction), and/or 15036 (information collection) and Sections 2.f, 3.a (1), (7), (8), and (9), 3.b (2), and/or 3.f of the District's Guidelines for Compliance with CEQA because it is emergency repair of an existing what and promenade to maintain essential public services, mitigate an emergency, and reduce the potential for future damage that would involve no expansion of use beyond that previously existing, would be located on the same site and have substantially the same purpose and capacity as the structures being replaced, and would not result in a serious or major disturbance to an environmental resource.
