THCSD finds the increase is necessary to meet operating expenses, including employee wage rates and fringe benefits; purchase or lease supplies, equipment or materials; meet finance reserve needs and requirements; and obtain funds for capital projects to maintain servie in existing service areas. Rate increases to fund capital projects to expand the THCSD system will require additional CEQA review.
