Document Description
On April 12, 2016, The Metropolitan Water District of Southern California (metropolitan) authorized its General Manager to enter into an agreement with Eastern Municipal Water District and Pechanga Band of Luiseno Mission Indians (Pechanga) to extend water service to approximately 457 acres of the Pechanga Reservation. The Metropolitan board also authorized adoption of a final resolution regarding the terms and conditions of the service, including collection of the net present value of the ad valorem taxes, and other processing fees and charges. The portion of the Pechanga Reservation that would be served via this agreement is developed as a recreational area with a casino, hotel, restaurants, and other supporting commercial enterprises. This agreement would support the tribal water rights settlement agreement among the Pechanga, the United States, and Rancho California Water District.

Metropolitan has determined that the land to be annexed contains existing private structures and that the extension of utility services to the existing facilities would have a capacity to serve the existing facilities at this time. This extension of service also involves land of the minimum size for facilities exempted by Section 15303 in the State CEQA Guidelines. Thus, it qualifies for the categorical exemptions in 14 Cal. Code Regs., §15319 (Class 19) and 14 Cal. Code Regs., §15303.
