Document Description
The California Department of Fish and Wildlife is issuing a permit to the Chaparral Lands conservancy pursuant to Fish and Game code section 2081(a) for vernal pools and uplands habitat restoration. The Project involves restoring and enhancing vernal pools and uplands habitat on the Project site. Activities include removing any erosion fill and smoothing tire trenching in existing damaged pools to improve hydrologic function and provide improved hydrology; constructing new pools and expanding highly disturbed existing pools; collecting plant seed; propagating plants and bulking seed; seeding plants; planting propagated container plants; collecting and introducing vernal pool soil inoculum; removing invasive plants; repairing fencing; and installing additional closure signage around the Project site. Seeds of Deinandra conjugens, Eryngium aristulatum var. parishii and Orcuttia californica, three state-listed endangered plants, will be collected, propagated, and bulked for introduction into the vernal pools and adjacent uplands areas. Seeds of D. conjugens will also be propagated into container plants for planting on the Project site.

Reasons for Exemption
The project will facilitate the recovery of the California Endangered e. aristulatum var. parishii, O. californica, and D. conjugens by attempting to establish additional self-sustaining populations of the species with their historic range. The permit issued by the California Department of Fish and Wildlife for the Project includes measures to ensure that existing populations of E. aristulatum var. parishii, O. californica, and D. conjugens are not impacted, and that re-introduced populations are adequately protected. The project is being undertaken as a research and management project, and will consist of seeding, planting, and other experimental management activities and scientific reporting of results. These activities are expected to have a net conservation benefit, and are not expected to result in any serious or major disturbances to environmental resources.
