Document Description
The KPFA establishes a framework and pathway to address water and resource-related issues, including the interests of irrigation-related parties, in the Klamath Basin. The framework and pathway requires federal legislation for the Federal Parties to operate and maintain the link River Dam and Keno Dam and development consistent with existing contracts one transfer of the facilities occur. Reasons for Exemption
This notice documents CDFW's determination that its execution of the KPFA does not require prior compliance with the California Environmental Quality act (CEQA) because executing the KPFA is not an approval as contemplated under CEQA; nor is the KPFA a project under CEQA. As mentioned above, the KPFA establishes a framework and pathway for the federal Parties to, consistent with existing contracts, operate and maintain the link River Dam and Keno Dam and development once transfer of those facilities occur. CDFW's execution of the KPFA expresses its support for these efforts to address water and resource related issues in the Klamath Basin. CDFW's support includes not opposing any federal legislation authorizing the federal parties to act, supporting efforts to secure funding of actions, and collaborating on future agreements that are intended to address Klamath Basin resources conflicts and issues.
