Work involves minor changes to land; although the pump-in structures will be placed on an Aqueduct slope greater than 20%, no change to the slope will occur. WWD is the CEQA lead for construction and operation of the structures; DWR is responsible for giving permission to WWD to encroach on DWR's property. Categorical Exemption 15305 (b) (Minor Alterations in Land Use Limitations-issuance of minor encroachment permits) applies.
