Document Description
The City of Rio Dell is the Lead Agency under the California Environmental Quality Act (CEQA) for this project. The City is pursuing grant funding utilizing Drinking Water State Revolving Fund to conduct a planning study for improvements to their drinking water infrastructure. The current system needs improvements to the water distribution system, water storage system, infiltration gallery, and SCADA. The planning project will generally include the design and permitting of new distribution system pipes, Water storage tank improvements, upgrade to existing infiltration gallery, and minor upgrades to the system telemetry and SCADA. The proposed project is located within the footprint of existing facilities, roadways, and other developed land.

The proposed planning study (engineering report, plans and specifications, background studies, and permitting) for the Drinking Water Infrastructure Improvement Project is categorically exempt from the provisions of CEQA pursuant to CEQA guidelines Section 15306, Class 6, which "consists of basic data collection, research, experimental management, and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource. These may be strictly for information gathering purposes, or as part of a study leading to an action which a public agency has not yet approved, adopted, or funded." The project is a planning study and has not yet been approved, adopted, or funded.
