Move Urban Services Boundary and Urban Policy Area to allow for urban development. Corresponding General Plan Amendments to urban land use designations, including low density residential (1-12 du/ac), medium density residential (13-30 du/ac), commercial and office, public/quasi-public, and recreation. Rezone to Special Planning Area to allow a variety of urban land uses. Annexations to a variety of urban service provider districts, including County Service Area 10 or creation of a new CSA, Sacramento Regional County Sanitation District, and Sacramento Area Sewer District.
