Document Description
The San Diego Water Board issued a Clean Water Act section 401 water quality certification (Certification No. R9-2025-0097) to the Project Applicant to develop needed residential housing, community amenities, and associated infrastructure consistent with the Village Four Sectional Planning Area (SPA) Plan and construct two bridges and a culvert crossing as part of improvements to an existing access road within Wolf Canyon. The Project consists of mass grading and construction activities that will permanently discharge fill and temporarily impact jurisdictional waters of the state. Temporary impacts will be restored in-place and unavoidable permanent loss impacts will be mitigated at a site on Salt Creek, which will involve short-term grading impacts from lowering and recontouring the channel banks to widen the streambed and rehabilitation of riparian habitat.
