The existing bridge has been determined ot be structurally deficient and functionally obsolete. The new bridge would be constructed to meet current standards and safety regulations.

The CEQA Statute (California Public Resources Code, Division 13, and Environmental Quality) states under subsection 21080.13 that railroad grade separation projects which eliminate an existing grade crossing or which reconstruct an existing grade separation qualify for a statutory exemption. The proposed project would replace the existing North First Avenue grade crossing bridge and would thus qualify for a statutory exemption.
