Document Description
The project will remove dead and dying trees in the foothill and mountainous areas within the County right-of-ways within the unincorporated communities of Auberry, Dunlap, Miramonte, Pinehurst, and Shaver Lake. Tree removal will be limited to the existing right-of-way and up to 200 feet on either side of County-maintained roads.

Reasons for Exemption
In this case, Governor Brown declared a State of Emergency on October 30, 2015 and articulated the need to protect life and property by removing dead and dying trees from the vicinity of roads, communities, powerlines, and other critical infrastructure. A Class 1 (h) project consists of the operation, repair, maintenance or minor alteration of existing public facilities involving negligible or no expansion of use and a Class 8 project consists of action taken by regulatory agencies, as authorized by state or local ordinance, to assure the maintenance, restoration, enhancement, or protection of the environment where the regulatory process involves procedures for protection of the environment. The project proposes to remove dead trees in order to reduce the risk of wildfire and prevent bark beetles from migrating to healthy trees. No healthy trees will be removed.
