Document Description
The proposed project involves modifications to the existing Sprint wireless telecommunications facility located at Marina Cortez on Harbor Island in the City of San Diego. The purpose of the proposed project is to improve the capacity of the Sprint network in the surrounding area and improve aesthetics of the site. The existing facility is located on the rooftop of the Marina Cortez building and is comprised of an equipment enclosure, 6-foot-tall panel antennas (one sector), a 5.16-foot-tall screen wall, and other associated telecommunication equipment. Currently, the existing panel antennas do not provide adequate capacity for Sprint's network and are not fully concealed by existing screen wall. The proposed project would remove the existing panel antennas, install new 6-foot-tall antennas (in four sectors), and associated telecommunication equipment to improve the capacity of the Sprint network, and install new 9-foot-tall Fiberglass Reinforced Plastic (FRP) antenna enclosures to fully conceal the new antennas and improve the aesthetics of the site. Overall the total height of the building would decrease by approximately 1.16 feet from the existing height of approximately 49 feet above ground level (agl), for a new height of approximately 47.83 feet agl.

Reasons for Exemption
The project is determined to be Categorically Exempt pursuant to California Environmental Quality Act (CEQA) guidelines sections 15301 (Existing Facilities, 15302 (replacement or reconstruction), and/or 15303 (new construction or conversion of small structures) and Sections 3.a (7), 3.b (2), and/or 3.c (3) of the District's guidelines for compliance with CEQA because the project proposes to modify an existing wireless facility that would involve negligible expansion of use beyond that previously existing, would be located on the same site and would have substantially the same size, purpose, and capacity as the structures being replaced and would not result in any permanent effects on the environment.
