Document Description
Zoning Clearance to authorize the repair and replacement of the Garden Acres Mutual Water Company main water pipelines, laterals, valves, hydrants, meters, transponders, and other appurtenances (such as air-vacuum and blow-off assemblies) located within the road right-of way for Orange Drive, Almond Drive, Friedrich Road, and Ventura Boulevard. Most of the existing infrastructure is composed of steel and asbestos cement mainlines that are approaching the 70-year-old mark. The plan is to remove and replace any existing steel lines, in-place. The existing asbestos cement
pipelines would be properly abandoned, in place, and a replacement mainline would be installed directly adjacent to it. In addition to the replacement of the existing infrastructure, Garden Acres Mutual Water Company would install a pipeline that would help equalize the levels of two existing tanks and the new tank that is anticipated to be online by the end of 2024. The project is permitted and in compliance with Planned Development Permit (Case No. PL22-0180) for the purpose of upgrading the existing Garden Acres Mutual Water Company water infrastructure. The construction and maintenance of public roads and other improvements within road rights-of-way are exempt from the Ventura County Non-Coastal Zoning Ordinance pursuant to section 8101-2.1.1. An encroachment permit is required from Ventura County Public Works Agency for construction activities in the County road right-of-way. The repair and maintenance will allow Garden Acres Mutual Water Company to improve system reliability, water quality, and reduce electricity costs.
