Document Description
CDFW is intending to execute a Lake and Streambed Alteration Agreement pursuant to section 1602 of the Fish and Game Code (#1600-2016-0022-R5) to the project applicant, Homefed Otay Land II, LLC. The project proposes to impact the stream to implement the Otay River Restoration Project Final Habitat Mitigation and Monitoring Plan Project activities will be conducted in phases. Phase 1 consists of the removal of exotic vegetation within the Upstream Enhancement Area and the Phase 2 Area and within a 100-foot buffer around the Phase 2 Area. Phase 2 includes grading to recreate approx. 2,300 linear feet of the Otay River main channel, the east tributary connection, natural floodplain contours, an approx. 0.5 acre seasonal pond, and approx. 4 acres of upland transitional habitat; construction of one permanent at-grade channel crossing using rock and other natural hard material; trail improvements and closures; exotic vegetation removal; and installation of native plants. Phase 2 construction will be complete prior to the initiation of project activities within the Future Phases Area. Project activities in the Future Phases Area may be conducted in one or more phases, and include grading to recreate approx. 3,000 linear feet of the Otay River main channel, 1,500 linear feet of secondary ephemeral channel along the northern high floodplain, 2,900 linear feet of the west tributary, 970 linear feet of the east tributary, 28 acres of outer floodplain, seasonal ponds totaling approx. 1.4 acres, and 31 acres of upland transitional habitat; upgrading one permanent at-grade channel crossing at the downstream end.
