Does not constitute a "project" under Section 15378(b)(4) because actions involve creation of a government funding mechanism which does not create commitment to a specific project which may result in a potential significant physical effect on the environment. In addition, actions are exempt per 15273(a)(4) because these actions are merely establishing a fee to obtain funds for those capital projects necessary to maintain service.
